Meet Carolina
Since being sworn into office in December 2022, Carolina has championed initiatives to create good-paying jobs, enhance public safety, and tackle the housing crisis, all while demonstrating fiscal prudence through responsible budget management.
Her approach ensures sustainable financial planning and maximizes investments in programs and initiatives that deliver meaningful benefits to the community. She represents Chula Vista on key regional boards, including the San Diego Association of Governments (SANDAG) and the South County Economic Development Council, where she advocates for infrastructure investments, affordable housing, and regional transit improvements.
Carolina previously served as Chula Vista’s representative on the San Diego Metropolitan Transit System (MTS), where she played a critical role in advancing transit accessibility and equity for residents.
In December 2024, she was unanimously elected Deputy Mayor by her council colleagues, further affirming her collaborative and results-driven leadership.

Deeply committed to community service, Carolina has supported nonprofit initiatives that provide scholarships, mentorship, and resources for at-risk youth, working families, and seniors. Her leadership and dedication to collaboration earned her the San Diego Regional Chamber of Commerce’s prestigious “Bridge Builder” award in 2024.
Carolina is passionate about ensuring all voices are included in shaping policies that impact housing, safety, health, and economic development. With her track record of transformative leadership, she is dedicated to building vibrant, safe neighborhoods, and a thriving future for all.
Amplifying Stories, Creating Pathways.
In addition to her public service, Carolina serves as the Director of Binational Affairs and Public Relations for SIMNSA Health Plan, where she leads efforts to expand healthcare access and address systemic health disparities. Her work focuses on creating pathways for underserved communities to receive equitable care and vital resources, improving public health outcomes across the region.
Carolina’s professional journey is rooted in her early career as a journalist, where she honed her ability to amplify stories and advocate for meaningful change. She later served as a Policy Advisor for the City of San Diego and as Chair of the International Business Association for the San Diego Regional Chamber of Commerce, where she attracted investment, strengthened workforce development, and promoted sustainable economic growth.
